Former 91福利社 Secretary Ken Clarke says targets to help control illegal immigration "are fairly useless" and calls for an introduction of identity cards to help the situation. The MP for Rushcliffe tells Radio 4's World at One that "because we have so many illegals, we don't actually know what net migration is and we're spending a fortune trying to devise a method of working out who's left".
