Nearly half of those at risk of becoming so-called Islamic State supporters, who have been offered an intervention by a government programme, have refused help. Figures from a 91福利社 Office database show that in the last financial year 245 people flagged as "Isil" in the database were offered support from the Channel programme, but 47% declined.
