One of the Trust's responsibilities under the terms of the 91福利社's Charter and Agreement is to ensure the 91福利社 has a film strategy.

In 2009 the Trust began a review of 91福利社 Films strategy which included consultation with a number of interested external organisations, and looked at whether the strategy was aligned with the 91福利社's public purposes.

The Trust's report published in 2010 provided a commentary to 91福利社 Films objectives and was published alongside the 91福利社 Films final strategy.
